Proposal to Council:
Increase in membership fees for 2008

Background

Every three years Council is called upon to approve the membership fees.

In 2006, Council approved the motion to give power to the Governing Board to increase the IFLA membership fees in all categories by the percentage of the official retail price inflation, as recorded by the Netherlands government, since the time of the last increase. The Council would also maintain its right to continue to approve the IFLA membership rates for all categories at intervals of no less than three years.

Issue

The last time that the Council was called upon to approve the membership rates was at the Buenos Aires Council Meeting in 2004. Therefore the membership fees for 2008 have to be submitted to Council for approval at the Durban Council Meeting in August 2007.

Inflation rate and the Membership fee history

The following table shows the rate of inflation over the last 4 years and the consequent increases in our membership fees.

Current situation

The Dutch rate of inflation for the first half of 2007 has been fluctuating between 1.8% and 2%.

Cumulatively speaking, the inflation rate since 2003 is 11.1%, whereas the membership fees have only seen a cumulative increase of 5.6%. Therefore IFLA's income from membership fees has fallen well below the rate of inflation while our activities are calling for more and more financial input. To catch up with the rate of inflation, a more substantial increase is called for, and an average increase of 3% is proposed, which would generate an additional 25.000 EUR (approx) in membership fee income.

It is important to note that the fees for National Association members have been exempt from any increases since 2005, due to the fee restructuring which took place then. It is felt that some of them would be too hard hit if they have to bear an additional 3% increase in their fees. In addition to this, there is a need to simplify the fee structure and to treat International Associations and Other Associations in the same way. To this aim it is felt that the fee structure for the Other Association category should be modified to reflect the same price per band as the International Associations.

Proposal

The Governing Board therefore proposes the following:
  • That the membership fees for all categories except the Association Members be increased by 3% with some adjustment for rounding up and down.
  • That the fees of all the Association Members, i.e. National Associations, International Associations and Other Associations be increased by 1.5% only. To make the fee structure simpler, the fees of the Other Association category should be brought up to the same level as the International Associations.
  • A 3% increase should also be applied to the additional section and handling charges.
The tables below to set out the proposed 2008 Membership fees for all categories.
